Google is being way strict on permission requests, so it's not easy for our developers to give access the location permission to all apps, it needs users to personally give permission to some apps that request location data.
Then this ON/OFF toggle will be activated.

The solution is to run a map app, or go to Google Maps on a browser, then this app or the browser will ask for your permission to get location.
When Location has been permitted, you'll find this toggle can be enabled or disabled.
 
I had the problem of not being able to activate the location from the settings. The switch was not selectable. I was able to activate the position via the location quick toggle. After entering the location settings, the switch was correctly activated.
 
BT Sport app, enhance live player mode issue.

It plays for a split second, then says something like..

Video can't be played or isn't available in your location.

Works in normal player mode.

It doesn't request location permission and has no option to enable it.

Can't test it at the moment, as there are no live games using the enhance live player mode.
