How long have you left the device sitting after it goes through the optimising apps process but no further?
Does the device automatically loop itself after finishing the optimising apps process or are you manually pulling the power cord because there seems to be no system activity?
Have you rooted the device?
If it is still a U9-H & you can't find any other solution you could try flashing the firmware by this method, (it's essentially a dirty flash)....

However, wait & see if any other possible solutions present themselves first before giving it a try. Although, once a boot loop like this starts due to a system service or app being removed or disabled sometimes there's just no coming back.

Yes its the U9. By the way I was able to control the unit from any TV in the house by feeding the USB mouse receiver at each location thru a Cat 6 cable and receiving at a USB hub that plugs into one USB port on the Minix. Works greatWhat device do you have? Is it still the U9?

Are you familiar with TWRP? I am not sure this would get you out of the problem though as I would assume disabling of apps would be recorded in the Data partition so even if you created a backup it would carry this problem over. Likewise if you only flashed the system then I assume the app would still be instructed to be disabled from the Data partition on reboot.Thanks so much. I'm sure there is a way to get it restarted at least to the point where I can backup the files and then do a factory reset. I'm not sure why the U9-H became so glitchy but I did notice that Google stopped at those times so maybe somehow related ...that's why I thought I would try disabling it. I didn't think Google was so integral to this device. There are many android devices that don't even have anything Google installed. I appreciate you guys trying to help.
It would fix the problem, but the OP is trying to fix the issue without resorting to that.Will reset to factory defaults from recovery work since disabling an app is a user setting?
Download TWRP for the U9 from here and rename the file to recovery.imgi am familiar with TWRP but it doesn't seem to be installed on the U9 device. I tried to load it from a USB thumb drive as a zip file but keep getting errors such as no signature. I also tried this method to upload the google gapps-ip signed zip file, but that also will not work. How can I get started with TWRP on the device? I have the TWRP program on my laptop and installed the ADB interface drivers but the computer doesn't recognize the U9 when i plug it into the computer so there are some roadblocks here.
Thats a pity. Hang on to TWRP and make regular backups of the Data partition to avoid total loss in the futureThanks for your help everyone. No problem getting TWRP uploaded on the device, unfortunately when I tried the DALVIK and cache clear simple method (not wiping storage or data) it did wipe back to factory settings so I lost everything and it will be a lot of effort to restore settings and data. On a good note I installed the Nougat Android 7 zip file and maybe in the long run the device will perform a little better. Lesson learned: don't disable Google, it's too integral in Western systems! Android from Asia doesn't even have Google apps preinstalled and does require a lot of effort to get them to work properly.
I restored the apps on the clean install of Android 7.1after the factory reset but now the U9 is not finding the files on the 2 TB Western Digital USB drive. I've tried 3 different file explorers to no avail. Ive tried the other USB ports. The drive works fine on the computer and on my other Minix devices so it doesn't seem to be the USB drive fault. I've tried restarting the device with the drive plugged in and out...no difference. A few times I was able to go to storage and found the drive and was able to mount it and it worked well for awhile but now it's no longer being recognized at all. I've checked the USB configuration under developer options and tried other settings but nothing there helped. This is a little perplexing. Anyone have a theory about this issue?
