High CPU and Mouse Lag despite Fresh WIndows Install

Hi All

Just bought a used NEO N42C-4. It came with Windows 10 Pro loaded on it. First hour or so spent with it, it seemed fine but then it seemed to start lagging severely when opening apps / programs, and when running anything there is often mouse and keyboard lag (running Logitech wireless but same when I plug a wired mouse in), which generally correlates with a rise in CPU, often to 100%. There does not seem to be any particular process or service that is causing it, it's whatever is running at the time...so can be Edge hogging up to 80% or Windows Defender, or Compatibility Telemetry. No real consistency.

Downloaded Core Temp, CPU running a nice temp, rarely above 42. Removed the last two Windows Security updates, but no change. So I decided to reinstall Windows 10 from the MS Windows download page...no change. Then installed the windows 10 image with the correct Minix firmware all preloaded (from this forum)...no change....

It's weird. As I'm typing this now, I'm watching a YouTube video that has no issues, but my mouse and keyboard are intermittently lagging. And loading YouTube in the first place, took some time and there was some freezing.

Beginning to think I may have bought a dud, but in my experience, I've not really seen a Hardware problem cause these performance issues before.

It's a Pentium N4200 Apollo Lake 1.10Ghz with 8GB RAM (this was upgraded by previous owner).

If you already formated the device and "no change" as you said you possible have a hardware problem.

The device should behave normaly (with MS build or/and Minix build) with a fresh installation (at least with default installed programs).
You can of course install more programs (chrome, etc..) but be aware that the more programs you install the easier is to lose the control of the device.

I advice you to test more your N42C-4 and if the problem does not go away, contact the seller.

Another test you can do is:
Test the device only with one memory module
