Legality of streaming sites ?

I came across a website called ustvgo.tv that streams live tv channels (with commercials). My question is, is it legal ? Being new to all this I'm not very clear as what you can and can't do. However I found this which seems to explain legality, though I'm not sure if it is true.

Is watching TV for free on the Internet legal?

Yes, and no. Depending on how you are watching TV on the Internet determines if it is legal or not. Often (but not always), the easiest method of determining if the content is legal or not is if the content you are viewing contains advertisements or a sponsor. The producers of the content cannot afford to release their content without some type of sponsorship. If you are downloading or watching TV without commercials or sponsorship, it may be illegal.

They also state in their 'legal' section:
Submit a copyright takedown notice
If your copyright-protected work was posted on USTVGO without authorization, you may submit a copyright infringement notification. Be sure to consider whether fair use, fair dealing, or a similar exception to copyright applies before you submit. These requests should only be sent in by the copyright owner or an agent authorized to act on the owner’s behalf.

Is it legal to watch live stream on ustvgo.net ?
Watching is legal. We also do not host the streams, we collect them from “public domain,” on the internet and put the embed links on our website.

There is a YouTube video that explains how to go about all this. YouTube
