Location won’t turn on

I am trying to use the NHL app to stream an old game and it says that it can’t detect my location. I tried to turn on location in settings but it won’t turn on.
 
IRC you have to go into something like Google Maps, grant location permission when the app prompts you and that switches on location services for when you use other apps.
 
Have you changed your router/wifi access point etc. recently? I was surprised that it took Google about 2 weeks to relearn my location when I replaced my router last year, there didn't seem to be any way of speeding up the relearn.
