NEO Z83-4: Can't get past the initial Minix splash screen

Purchased a Minix unit to run a display panel for a high-rise condo building. The unit fires up but doesn't go beyond the initial "Minix" splash screen, never gets to the Windows operating environment. We tried a wireless and then wired keyboard and mouse but the unit won't accept any commands. Any help appreciated!

Tried f11 durring boot using wired keyb?

As @KAR said try press f11 before you boot OS (seconds before), then if you have acess to bios or boot option you may have to install OS again:
