Do you just get "Download pending" forever?

yes
I've had this happen a couple of times and I usuallly uninstall Play Store updates.

I believe the Play Store app gets updated automatically or you can select Play Store version in Settings to check for an update.

Currently the version I have is as in the screenshot below. All is functioning well at the moment!

Just in case you do not have the latest version as per @Villa above, you can manually update the Play Store, see below:

The thing is, it usually is the latest version when this issue happens!

At times I have uninstalled the Play Store updates and have managed to perform some app updates but as soon as the Play Store updates it's back to Download pending.

Must have got lucky the last time! :)

I have had this issue and still get it on some of my Minix hire boxes when I update them. I think the issue is related to the Network status, I add my Gmail account to the Minix and head to playstore select my account as opposed to the users/customers to update and add apps that I use, its then that the issue appears ... so if any of the boxes I am updating are using WI-FI and I use Ethernet there is an issue until I re-check the options in playstore settings and restart the Minix and the problem is resolved. Where the problem originates from I am assuming is playstore not readily accepting the network status and my actions always clear the problem. Using fake wi-fi was a first indicator of this problem several months ago.
