Reboot instead of Shutdown

Hi, my Minix PC (Z150, Zero dB Cooling) works with Windows 10, but with Windows 11 it cannot really shutdown, only reboot.

I think I had to change a wake-up setting in the BIOS, and I did that and went back to Windows 10. Now I tried Windows 11 again and it did the same thing, didn't really shutdown, only reboot.

I think turning off the "wake-up thing" in the BIOS might fix it, but now I'm on Windows 10 again.

Anyone know why Windows 11 cannot shutdown my Z150? What do I have to do?

Is my Z150 the only one doing this? Never shutting down Windows 11? Or Windows 11 never shutting down the Z150 I should say ;)
