Battery level being reported at 42 percent. My U22-XJ arrived with a 5VDC power supply. 5 is 42 percent of 12VDC. Other S922-XJ devices ship with 12VDC power supplies. Is this the correct power supply? Can this impact CPU performance? Even if this is the correct Power supply, apps can and will throttle themselves depending on the battery level reported.

Where are you seeing the battery level? I have searched the system and cannot find it.
You can view battery level in a few apps. I first noticed it in Retroarch. Also some live wallpaper mascots get depressed and or tired according to the low battery level reported. They were much happier on my U9-H!

It's meaningless as far as I am aware as the device does not run from a battery!

Because apps can and will throttle themselves due to the low battery level being reported, it's not meaningless.

In some cases it's also useful to determine the current battery level. You may choose to reduce the rate of your background updates if the battery charge is below a certain level.
