You need to select the hamburger menu (3 lines) top of screen next to Google Play.
Then select My apps & games

Switch off Play Store auto updates and don't let Contacts app update. In fact you could try disabling the app!
 
Funny thing is, I had this situation happening to me during the bad days when the missfortune hit the old forum, and somewhere I found the good advice that @Villa is recommending, and it worked. I then wrote a complain at the Playstore comments and waited for a new verison of the Contacts App to come up. As it did, I installed it back again and it is still working normally now, not blocking the Settings anymore.

Yet I can't find any use for this Contacts App to live in the box though. :unsure:
