my isp already making it hard to use 3 of my apps,, can they do this ? They have.

I'd also suggest reverting the developer options you previously changed before you initiate the update as well . (Hopefully they shouldn't be required after the system update & it'll give you a better baseline for comparison anyway if such changes are reverted to their defaults first.)
With regards to your other concerns.....
We wouldn't ask you to publicly provide any information that could potentially compromise your online safety & should another forum member ask you for any details you're not comfortable sharing, obviously any information you do give is entirely your prerogative.

Regarding your question about your
ISP, depending on the apps in question that you're using,
yes, an ISP can block access completely if said apps are known to be used for online piracy or any other unlawful activities. Or they can limit (throttle) bandwidth for certain services or traffic from certain websites, or if you're technically in breach of any "fair usage policies" etc., as but a few examples. (Tends to be at the discretion of your particular ISP unless a specific law exists regarding certain online activity that they are also legally obligated to comply with the same as you are. Some ISPs are more proactive/aggressive with such practices while some are more laid back if you're not actually breaking any laws, but they still essentially reserve the right to restrict you by various means if your account has a history of or is currently engaged in any questionable activities.)
If you think your ISP is actively throttling you either constantly or at certain times, or upon certain events, in the first instance I'd suggest contacting your ISP to discuss your account with them as you're still a paying customer when all is said & done.
Obviously this certainly is not the place for the discussion of circumventing any measures put in place to access copyrighted material or otherwise use your internet service for any unlawful/questionable activities, etc. However, given the additional concerns you have also just raised with regards to "
fearing outside intrusion", I would also highlight that it's a good/routine security practice in this day & age to use a VPN to optimise your online privacy, especially if you don't have other measures in place such as a decent security suite. (If you don't already use a VPN service it would be a very good idea & there are many providers available to choose from but obviously such services also come with an additional cost. The top VPN providers regularly offer deals on a 2 or even 3 year subscription plan sometimes at up to a 66-75% discount for a 3 year plan.
Keep yourself as safe as possible online if this is a legitimate concern for you !!! You also mentioned the possibility of a
virus in your earlier post so if you don't already have one, a decent security suite would be a good idea too, but if they're too expensive there are still well rated free suites available, or you can just download a free standalone virus/malware scanner &/or firewall so you at least have some measure of security in place.)
