Unable to enable .NET Framework 3.5

I have some mission-critical software that requires that Microsoft .NET Framework 3.5 (sp1) is enabled. I can use the Programs and Feature cpl to click on the check box to enable .NET Framework 3.5. But when the installer tries to find the files there's a "Windows couldn't find the required files.... Error code: 0x800F081F.

It looks like the (just opened) MINIX Z83-4/Pro is missing the required files so Windows fails to install it. I'm blocked on using the product I need.

Has anyone else had this problem and solved it??

There are crowd sourced fix options. But I've tried all the simple options. The remaining options require a full Windows installation media download and I operate on a highly metered network. So I don't want to blow 30% of my monthly allowance to make up for something that should already be on my PC.

I think the framework should have been included in the Windows release on the PC and the user should only need to enable the framework. That's how it works on a lot of PCs. Why the Framework is omitted or hidden on the MINIX is something I don't understand.

All the crowd sourced options for getting .NET Framework 3.5 installed were essentially time-wasting wild goose chases.

The very simple solution that worked for me was to find the Microsoft page with a download -- very retro. The link is...
https://www.microsoft.com/en-us/download/details.aspx?id=21 . That downloads a small pre-installer that downloads the real framework installer. I haven't found a fully portable, off-the-grid install kit. But I didn't look much after I installed the FW.

Clarification: I'm running a MINIX Z82-4 Plus.
