USB-C to 3-Port USB 3.0 not powering devices

Can someone explain how this adapter (USB-C to 3-Port USB 3.0 and Gigabit Ethernet Adapter) can be activated to power devices? I can't use my external hard drive or my SD card reader on it.
I can use it only to power my usb dongle for the Logitech mouse...

Which device are you connecting the adapter to?
Type of external HDD - bus-powered or self-powered? (I guess bus-powered otherwise it would most probably be working!)
 
It's a Lacie rugged USB-C and one of the cheap SD readers in a USB stick format. So both bus-powered, no external power source required.

Well, I'm connecting these devices to a Lenovo Yoga 720. I've tried in both USB-C ports (Thunderbolt or not)
