All Tasks Killer not working

From time to time I need to press it twice !
I’ve done that and still doesn’t work. Says it clears everything but I double check the background apps they are still there.

Some background apps/processes will immediately restart themselves again regardless.
Which background processes are you concerned about?
VPN in particular but other apps. I just find that the box acts snappier when press it... but having to do it manually is a pain. I always loved the convience of that button in Metro

There is a specific link to clear the background in the background page upper corner in the right. The fact the apps are showing in the background page doesn't mean they are running, they all remain there when you press All tasks killer.
To check if an app is running you have to go to Settings, Apps and in there you have to check app by app if the Force Stop touch is greyed out or not. If it is greyed out the app is not active otherwise you have to manually shut it down. My experience is that after you press All tasks killer some will remain, Chrome for instance.

You can also use the developer options to list/monitor exactly which apps or background processes are active at any given time too.
