Bluetooth problems

Hello,
On my minix u22 the bluetooth icon on the top left corner of the home screen is inactive and I can't activate it.
Is this normal?
Also I can't find the bluetooth menu in the settings/connectivity menu.
Do I need an app in order to be able to use bluetooth pairing(I tried the add device from the right hand settings bar and it doesn't detect anything) ?

You can pull down the top notification bar.

Ok, so the system bar was hidden, on it the bluetooth appears to be on and can acces the menu, but on the main screen it's just a grey inactive icon.
Tested and it sees the devices but can't pair with them (huawei p10 and sony wf-1000xm3).
Also when I go to select a device from the list it doesn't line select like in your last image, the line is invisible, but if I press to pair it tries to pair.
