This is in your instructions:
You need created UEFI bootable USB stick. Prepare an 8GB or 16GB of NTFS format USB-disk, and change the name to “WINPE”

Is it the actual procedure that you're unsure of? (You don't make this clear?) If it saves you some time waiting for further replies it's incredibly simple, here's some additional info
....
1)
Format your 8 GB/16 GB USB stick in
NTFS & rename the USB stick as
WINPE.
(If you're uncertain how to do this? From within Windows, open a
Windows explorer or simply double click on "
This PC" on your desktop. (You'll see your USB stick grouped with any other drives.) Right click on your USB stick & choose
format. (Be absolutely certain you select your USB stick & not another drive
!!)
Once the format dialog is open, you can
rename the stick (volume label) as
WINPE from there, choose
NTFS for the file system, select
quick format, click
start. (The system will warn you that all data will be wiped so ensure that you've saved/moved any existing files from the USB stick that you intend to use first.) Confirm that you wish to proceed.
2)
Unzip your downloaded official MINIX Windows 10 image. (Don't just move the zip file as it is on to the USB stick, it won't work.)
7Zip is a useful/simple
free zip tool if you don't have WinZip or WinRAR, etc.
3) Copy/paste or move
ALL folders & files that you've unpacked from within the zip file directly on to the USB stick exactly as they are.
Job done
!! Your stick is ready for use to re-install Win 10 on your Z83-4. (Press F11 on boot to select your USB stick.)
As already explained above,
Rufus is also an option if that's your preference
