I can only start up or restart after shutting down by
1. unplugging the power
2.hitting the reset
3. plugging in the power
4. hitting the power switch

Unit performs fine once booted up

I have tried using a HDMI dummy plug in the HDMI slot both with and without the USB monitor without success
I also tried running the USB monitor through a powered USB 3 Hub without success.

I am currently on the road and will Try my VGA monitor with and HDMI adapter when I get home

Not sure to understand

You want a display with a USB A to USB C adapter ? It won't work ! Graphic informations won't be carried by USB A and no adapter will turn it to a working solution.

It does work. The USB monitor is made By AOC model e1659FWu. The USB A to USB C adapter is from my Samsung Phone, It just requires following the steps in my original post. It worked on my initial startup, but not after, until I discovered through trial and error the startup procedure listed in the original post.
I also am using an older AOC USB 2 Monitor Model e1949 FWu plugged into one of the three USB ports for a second display.

Great News. I just installed the latest Bios Update and the Computer restarted and the monitor came on. To test it I shut down waited a couple of minutes and hit the On button. Monitor came on. The new Bios seems to have solve the problem.:)

Good :).
And BIOS 0.17 "Fixes Fan Speed Problem (after installing, NEO J50C-4 will no longer automatically go into full speed mode after waking from sleep)"
I don´t know if you had that problem before but it is now fixed :) and is working great.
