Trying to install Windows to M.2 - stuck in a loop

I purchased a 512GM Sandisk SD8SN8U SSD. Installed it and it was recognized by the computer. I created a USB stick per the instructions on this site. I disabled the eMMC via the BIOS and restarted with the USB stick installed. It went through the process of applying the image however upon reboot, it started a loop of again reading from the USB stick and applying the image again and again.

I powered off the computer, removed the USB stick, and renabled the emmc via bios. It boots back into the original Windows and the SSD card has a set of windows folders, but the system does not recognize it as a Windows instance (via System info). I am unable to format the SSD card as it says the drive is in use (but again I can confirm it is booting from the C: eMMC.)

Any suggestions on what I need to do to get a bootable version of Windows on the SSD?

Hi.
I advice you to disable eMMC in BIOS.
When you have sucess in installing windows remove usb.
I dont remember the key to enter bios but if it is f11 you must do like this:
-keep pressing f11 key when you turn on the device or if the device is already turned on you must keep pressing that key when OS restart (before a few seconds)
