I never had that problem since beta nougat firmware (never tested marshmallow ROM, but i think it also works ok)the last beta included one of these bugs:

I have KODI buffering problem.. every few seconds keps buffering.. on some occassions also exits playing..
I ve uploaded advancedxml (or something like that) with increased RAM allocation as I've read on net..no success. I've set synchronize frame rates with display ..nothing...
With my network is everything ok as I could watch KODI on my Sony Android TV flawless...
What more could be done.. I am playing with the Idea to switch back to 17.6 kripton which performed ok..
This 18.5 KODI Just wont work ok on U9-H.. ?

There is no need to dowmgrade to other kodi version.
I am sorry to say but maybe your network configuration is not ok or the problem is in your u9h.
I don't know if you use wifi but try this:
Use rj45 and restart u9h and router for now.
Advancedsettings.xml is other step , first is improving local network.
Check your server configuration and do a restart (server).I am on Ethernet not wifi, also my TV Sony xf8096 which is 5m from server Worms ok, U9-H which is on the same switch as server keeps buffering.

Don't forget to restart both router and U9-H.
Uninstall in U9-H apps you don't need.

Don't use advancedsettings.xml for now (before your local connection is good).
You can test without sql server and then later you can test with sql server.

I don´t have any problems with kodi 18.5, using Ds418 synology with my SQL (advancedsettings.xml) streaming 4k (larger files, etc) .
I have two separate databases:
kodi 18 and kodi 19 and i don´t have any problem
You can try this: (I know that is annoying)
factory reset both router and u9h
I tested not using sql server (kodi 17,18,19) and i also don´t have problems.
I also tested before with other NAS that i have and i don´t have problems.
Conclusion:
You have something wrong in your setup
The problem is not the CE ROM.
Please open a new thread with your problem and write you configuration/problems as detailed as possible (i forgot to ask if you use AVR, if you use please write in your configuration)
Kodi add ons will stop working at some time.
I only use three kodi addons (youtube, trakt, subtitles) but i know they will stop working if i don't update kodi.
You have two choices:
-Stay (forever or for a long time )with the same setup, (outdated kodi) not using new skins, fixes, add ons, support for higher resolutions (8k for example), etc...
- update kodi to current latest version.
Kodi 18.5 is stable and it is working great for me, i will update to kodi 19 when is released (stable) but i will stay also with kodi 18 sql database.
In the future i will always have two sql databases.
The best is keep our system up to date (kodi included)

I also though of that.Which protocol are you using with your NAS & U9-H, (i.e. SMB, NFS)?
If using SMB, have you defined a minimum version for Kodi to use?
Chances are it's a simple/silly setting that's been overlooked that 18.x is choking on.

I have two NAS , one in NFS and other in SMB, in both protocols i have no problems.
I notice that NFS is faster but not much.
Maybe other setting(s), i don´t know.
