In summary, I'm asking you how the U22 behaves with a completely clean install of Kodi playing back your locally stored media? (Ultimately, however, please read what I asked you again.)
Kodi has also undergone
significant changes during the past 3 years. Whilst we generally expect Kodi itself or any add-ons we add subjectively to auto update too (if enabled), sometimes those updates can become corrupted or old code isn't properly cleaned which can lead to all sorts of problems, the results of which can differ from one device to another. (I realise your build has been working fine on your U9-H for 3 years as you've previously mentioned, but if your build does contain any corrupted files or code it can cause a whole array of problems if you transfer the same build to another different device such as the app not responding, instability, crashing or hanging the system.)
When you stream from an add-on etc., you're also relying on the source of the media you're attempting to view, (not to mention the stability & reliability of the add-on itself that you're).
Other factors also obviously apply. Is it a legal add-on & therefore a legal, & reliable source you're attempting to stream from? Or, is it a legally dubious add-on & associated source? (Please bear in mind that illegal add-ons may not be discussed on the forum, I'm simply asking for the sake of an example!!)
Have you also tried another app such as MX Player or VLC, as a couple of examples? Do they playback your locally stored media well or does the device exhibit the same issues with them during playback as well!
What you ultimately need to determine is if your U22 & a clean Kodi is functioning normally at a basic level. If everything works well locally but your problems begin the moment you start to stream from a specific add-on, obviously that could give you some clues to start troubleshooting further or considering a different add-on & see if it behaves the same or differently.
